How to build temporary Hospitals and Quarantine zones in India?
Coronavirus outbreak has spread in many countries across the world. There are Scientists, Doctors, Epidemiologists & other experts in the field who are projecting that 40% to 70% of global population will be infected and there will be fatality rate in range of 0.5% to 4%. While 80% of People face mild symptoms, there will be 5% of patients who will face critical conditions like Respiratory failure, Cardiac arrest, Organ failures etc. The risk posed by the disease will be more for older people & people with underlying medical conditions like Heart disease and Diabetes. These patients facing critical conditions need urgent medical attention and also need to be quarantined to avoid spreading of infection.
India has a high population and a low Doctor to population ratio. India also has acute shortage of Hospitals, Hospital Beds and other critical infrastructure. In scenario of major outbreak of Coronavirus in India, the healthcare system of Govt will be massively overloaded.
In Wuhan, Chinese Govt is building new Hospitals within days to contain the large number of infectious patients. India should prepare for similar eventuality of needing large quarantine zones and temporary hospitals to treat patients of Coronavirus. Chinese are building new Hospitals by pre fabricated construction technology which allows completion of building projects in very short time. Unfortunately, India doesn't have this technology for implementation on a large scale like China.
There are several options for India which we can utilize to build temporary hospitals and Quarantine zones. You may know that there are large number of stalled Real estate projects and private townships in Delhi NCR and other big Indian cities as well. In Delhi NCR, there are many incomplete housing projects and structures where construction has been stopped since last several years. These Real estate projects can be acquired on basis of national emergency and can be converted into quarantine zones and temporary hospitals. There are housing projects where many towers and super structures are near completion. These can be completed in short time and converted into makeshift medical facilities.
Many such stalled Real estate projects are on Noida-Greater Noida expressway which would be suitable from logistical point of view. These temporary Hospitals would be away from our main hospitals thereby minimizing risk to other ordinary patients in our existing hospitals. Also these hospitals near national highway will be easily reachable and they will be located strategically to quarantine patients of Cities of Delhi, Noida, Greater Noida, Faridabad etc.
There is reconstruction plan of old residency of Govt employees in South and Central Delhi. Many old housing units have been demolished and some are pending demolition as a part of redevelopment plan. Those units which are pending demolition, and are in habitable condition may be evaluated and preserved for emergency housing. They may also be used for purpose of temporary hospitals.
Indian Government needs to mobilize a plan of action for building temporary hospitals and Quarantine zones for treatment of coronavirus patients. A suitable task force of technocrats should be prepared and an assessment should be made to identify areas for building temporary hospitals and quarantine zones in Delhi NCR. This model can be emulated in other cities as well.
